Prior to submitting an EA Certificate Application/Environmental Impact Statement (EAC Application/EIS) for review, the BC Environmental Assessment Office (BCEAO) and the Canadian Environmental Assessment Agency (CEA Agency) must issue approved Application Information Requirements/Environmental Impact Statement Guidelines (AIR/EIS Guidelines). The AIR/EIS Guidelines describe the information, methods and framework to be used to conduct and complete an EA of the Proposed Project.
On September 9, 2013 BURNCO submitted the draft AIR/EIS Guidelines (Rev 2.1) to the BCEAO and the CEA Agency for public review. The BCEAO invited the public to provide comments on the draft AIR/EIS Guidelines during a 30-day public comment period (September 19 to October 19, 2013). The BCEAO hosted two Public Open Houses in coordination with the public comment period: one in Gibsons on October 1, 2013 and one in West Vancouver on October 2, 2013. These Public Open Houses provided an opportunity for the public to understand the Proposed Project and the draft AIR/EIS Guidelines through the review of display panels and face-to-face discussions with BURNCO representatives and members of their Project Team.

BURNCO Public Open House Summary
Upon completion of the public comment period, BURNCO tracked and prepared responses to 475 written submissions from organizations and individuals. A Public Issue Tracking Table and revised draft AIR/EIS Guidelines (Rev 2.2) was submitted to the BCEAO and to the CEA Agency on February 13, 2014. BURNCO subsequently responded to additional Technical Working Group (TWG) comments and submitted an updated TWG Issue Tracking Table and revised draft AIR/EIS Guidelines (Rev 2.3) to the BCEAO and to the CEA Agency on February 26, 2014.
Following review of BURNCO’s responses to written public comments, the TWG provided further comments which were addressed in the draft AIR/EIS Guidelines (Rev 3.0) submitted August 20, 2014. Further final comments from the BCEAO and from the CEA Agency were addressed in the final draft AIR/EIS Guidelines (Rev 3.1) submitted December 3, 2014. The BCEAO and the CEA Agency issued the final approved AIR/EIS Guidelines on December 16, 2014. In finalizing this document, the BCEAO and the CEA Agency considered comments received from the public, government agencies and First Nations, BURNCO’s written responses to issues raised, and revisions made to the draft AIR/EIS Guidelines in response to these issues and concerns.
